Crosstown Community Update

Ontario Minister of Transportation Kathleen Wynne and TTC Chair Karen Stintz a hosted a series of public meetings on the Eglinton-Scarborough Crosstown project. The following provides a summary of their presentation:

About the Eglinton-Crosstown

The Eglinton-Crosstown is one of the largest transit expansion projects in North America today. The Crosstown will provide rapid transit across the Eglinton corridor, linking subway lines and replacing the Scarborough RT with a modern, reliable service. The 25km line will run underground from Black Creek Drive to Kennedy Station, then above ground to the Scarborough City Centre.

The Crosstown will provide up to 60 per cent faster travel times for commuters – it will take roughly 45 minutes to travel from Scarborough Centre to Jane. The TTC will be providing forecast updates for the number of expected transit riders for the new fully underground route and will also evaluate adjustments to existing routes and local bus service.

Environmental Assessment /Transit Project Assessment Process

Environmental assessments are currently underway – a preliminary review of the centre section (indicated in blue in the map below) has been completed. For the areas highlighted in red the following is to be completed:

  • Conduct preliminary engineering review for Eglinton east and west tunnel segments
  • Review station requirements and locations
  • Review and assess Jane / Black Creek alignment, access to yard
  • Complete the Kennedy Station configuration
  • Complete service plan concepts and modelling
  • Complete public consultations
  • Receive approval from the MOE

TTC’s commitment to the community

The TTC will be working diligently to provide the public with consistent, timely and accurate information. Community consultation will be conducted throughout the implementation of the Eglinton-Crosstown in order to flag and address issues related to construction.

A community office is already open at Eglinton and Dufferin and more are planned along various portions of the line. All will have visible on-street presence and access to updates and program information.

Partnerships will be created with local businesses to mitigate impacts of construction, as well as with local communities on safe pedestrian and commuter routes, where effected by construction.

Vehicles

The vehicles on the Eglinton-Crosstown will be equipped with low floors to be accessible to all passengers, be air conditioned and provide audio and visual passenger information. The design of the vehicles is to be completed by December 2011.

Station Design

Station design and preliminary engineering has been approved and contracts have been awarded for seven stations: Eglinton West, Oakwood, Keele, Caledonia, Dufferin, Bathurst and Chaplin. The concept behind the design is to minimize property and construction impacts as much as feasible, minimize disruption to extensive utilities around stations and to accommodate local traffic during construction. Each station will be equipped with main and secondary entrances, elevators and escalators, and PRESTO fare payment.

Construction set for Summer 2011

The TTC has developed a construction management approach that will ensure the scope of the work is well defined before construction on the Crosstown begins. A consistent and coordinated approach will be used among contractors. Contractors will all be pre-qualified and have an obligation to support community relations.

Preparation for construction of the tunnel launch site at Keelesdale Park near Black Creek started in August, 2011. The tunnelling is anticipated to start summer of 2012 and head east. Scarborough Rapid Transit replacement and upgrade is tentatively set to begin in late 2015.
